Is she chewing at that spot a lot? Because that is a spot where fleas collect, and cats can chew the daylights out of it.

Probably fleas and she is biting off the hair to keep them from itching. Our cat once took all the hair off it's back legs this way. We felt so bad for not realising as she had a flea collar on but it had got a bit overdue for a new one.
